DBKK CAR PARKING COUPON RATES “WIN-WIN” SOLUTION

by: Hiew King Cheu

The DBKK new car parking coupon system which is going to be implemented fully on the 1st of January 2015, but unfortunately certain people still do not accept and not understood the differences between the new parking fees set by the parking coupons and the old parking fees charged by the parking ticket system.

To explain this, the MCA Luyang Assemblyman Hiew King Cheu has prepared a simplified chart which gives the details of the parking fees charged by the DBKK parking places By-laws 2012 and the fees charged in the new coupon system as detailed in the By-laws 2014. The chart is made simple so that it can be glanced through without difficulties, and it is easy to understand. The previous rates for the 2002, 2003 and 2004 were not tabled here due to its long expired date.

From the chart, the “hourly parking” situation is used because the cars are normally parked for more than 30 minutes. The 8 hours parking charge is also used as a comparison due to many people usually park for long hours, especially the office workers. We can see from the chart that the YELLOW (A) and the GREEN (c) rates in 2012 and 2014 are used for the comparison purpose.

The yellow type parking lots are specifically made for short term parking. This is why the 1st hour parking in the yellow parking lots under the new coupon rate is with an increase of 60 cents compared to the 2012 rate. This is for the purpose to discourage people to park longer hours, and the result is that we can easily find more parking lots in KK now.

The 2nd hour of parking is with an increase of 30 cents, but the 3rd and 4th hour of parking is cheaper by 40 cents. The subsequent hour is even cheaper by 80 cents. If you parked for the whole day for 8 hours continuously in the yellow lots, you just have to pay RM12.00 now when compared to RM17.90 in the 2012 rate, cheaper by RM5.90 now.

The green type parking lots under the new coupon rate for the 1st and 2nd hour is 50 cents each hour and it is cheaper by 20 cents each hour compared to 2012 rate. For the consequent hour, there is just a small increase of 15 cents per hour only. Using the rate in 2012, it was RM3.50 for 8 hours parking and with the new coupon system it is RM4.00 for the 8 hours, a small increase of 50 cents for the whole day parking.

Many people have purchased the DBKK monthly RM50.00 parking stickers.  This works out to be only RM2.08 for a whole day parking in the Green parking lot, and this is a very cheap.  DBKK has changed many Yellow parking lot to Green in the KK City, this made available more cheaper parking lots.

From the analysis, we can see that there is a reason why DBKK has set these rates, and it is on a “win-win” situation. There is increase and there is decrease of the rates, but as a whole we cannot follow what some people called it a 150% increase in the rates. They used a gross exaggeration to mislead the people, and this is not acceptable.

The opposition continues to tell the people not to use the parking coupon and not to pay parking fees, meaning to tell the people to go against the laws? It is serious when a Law Maker telling the people to go against the laws?

The MCA Luyang Assemblyman Hiew King Cheu said after viewing the simplified chart, he hopes this will explain a lot of doubts among the car park users.
